Description
Kings County Behavioral Health is soliciting proposals from qualified agencies to provide a comprehensive adolescent substance use disorder treatment continuum for youth ages 12–17, or age 18 if still in school. Required services include early intervention, Youth Outpatient Drug-Free services at ASAM Level 1.5, and Youth Intensive Outpatient services at ASAM Level 2.1. The program must use evidence-based, developmentally appropriate, family-centered, and co-occurring-capable approaches, with integrated mental health care, screening and assessment, individual and group counseling, family therapy, care coordination, medication services, medication-assisted treatment, recovery services, crisis intervention, patient education, and community health worker services as applicable. The selected provider must establish sufficient staffing and operational capacity to serve rural and underserved communities throughout Kings County, including clinic-, school-, field-, community-, telehealth-, and telephone-based services. Proposals must address outreach, culturally and linguistically responsive care, extended access hours, quality assurance, data collection and reporting, DMC/DMC-ODS certification and billing requirements, licensing, staffing, fiscal stability, and a detailed three-year budget with startup costs. The anticipated agreement is for three years, with up to three additional years by mutual consent.
