Description
The City of Fresno is soliciting proposals from community-based organizations to operate emergency shelters for individuals and families experiencing homelessness. The selected vendors will provide 24-hour low-barrier shelter accommodations, including dormitory or private rooms, with on-site housing-focused services such as diversion pre-screening, case management, housing search and placement, and health stabilization. Services must adhere to Housing First principles and include two meals per day. The contract is for one year with two possible one-year extensions. Funding is available for multiple shelter sites with varying bed capacities, with budgets ranging from $1,100,000 to $2,500,000 per site, or up to $22,000 per bed for proposed sites. Vendors may propose to operate one or multiple sites. The selected vendors will be required to enter data into the Homeless Management Information System (HMIS) and meet performance goals including a 90% bed occupancy rate, 65% safe exit rate, and 25% permanent housing exit rate.
