Description
The City of Fresno is soliciting proposals from qualified firms to provide comprehensive claims administration for its self-insured workers' compensation program. The scope includes administration of new and existing claims; compensability determinations; case reserves and file reviews; benefit payments; medical case management; return-to-work and rehabilitation coordination; litigation and settlement support; subrogation identification; excess-insurance coordination; employee assistance; required state and federal reporting; claims data access and reporting; and support for the City's Alternative Dispute Resolution program. The selected firm must provide a dedicated claims unit, certified adjusters with public-entity workers' compensation experience, supervisors and support staff, a local service office in the Fresno metropolitan area, secure claims-data access, and specified performance standards for claim handling and communications. The proposal must address the firm's qualifications, approach, staffing, technology, financial condition, related experience, pricing, transition plan, ancillary services, and experience with public entities and ADR programs. Medical bill review, utilization review, and medical case management may be proposed with separate pricing. The contract is expected to begin July 1, 2027, for an initial three-year period, with up to four additional one-year extensions at the City's option.
