Description
Alameda County Behavioral Health Department is establishing a pool of qualified contractors to provide 24-hour residential substance use disorder treatment for youth ages 12–17, including youth with co-occurring mental health conditions and involvement in child welfare, probation, or education systems. Services may include ASAM Level 3.1 low-intensity residential treatment, Level 3.2 withdrawal management, and Level 3.5 high-intensity adolescent treatment, along with case management, physician consultation, outreach, screening, engagement, counseling, family services, treatment planning, discharge planning, and coordination with schools, probation, child welfare, medical providers, and other behavioral health partners. Bidders must demonstrate ownership or lease of an existing facility, the ability to maintain or obtain the required DHCS level-of-care designation or Residential ASAM Level of Care Certification, and a California Department of Social Services Community Care Licensing Residential Community Treatment Facility license. Programs must be ASAM certified and appropriately licensed, and bidders must have at least one year of experience providing substance use disorder treatment to the priority population. Responses must include the Bid Response Packet, signed statements, staff information, facility and qualification documentation, daily rates, and a qualification response limited to three pages. The County may establish contracts with multiple providers and will reimburse awarded contractors on a per-bed-day basis; no minimum or maximum award amount is guaranteed.
