Description
Forsyth County is soliciting proposals from qualified firms to provide as-needed Residential Substance Abuse Treatment (RSAT) program services for eligible incarcerated individuals housed at the Forsyth County Detention Center. Services include evidence-based, trauma-informed behavioral health and substance abuse assessments, individual and group counseling, cognitive behavioral therapy, relapse prevention, life-skills development, case management, medication coordination, re-entry planning, community-based aftercare, drug and alcohol testing, interpreter services, documentation, and grant-compliance reporting. The program serves approximately 30 participants, with an estimated duration of 24 weeks, and requires weekly individual and group counseling sessions. The contractor must provide qualified personnel, maintain required licenses, certifications, insurance, security clearances, and detention-facility security compliance, and coordinate with Sheriff's Office staff. Deliverables include recovery plans, progress notes, monthly activity reports, quarterly grant-performance data, and participant discharge documentation. Optional jail in-reach behavioral health services may be priced separately. The proposal is limited to 30 pages, excluding mandatory requirements, and must include a technical proposal, separate cost proposal, signed cover letter, required affidavits and certifications, staffing information, and at least three similar-project references completed within the past five years.
