Description
Putnam County Departments of Mental Health, Social Services, and Youth Bureau are seeking proposals for integrated services addressing co-occurring substance misuse and mental health needs. The scope may include treatment, case management, peer navigation, recovery coaching, workforce training, family engagement, nontraditional service delivery, harm reduction, prevention, and recovery support addressing housing, health, transportation, vocational, and community needs. Addendum 1 clarifies that proposals centered on peer-based services—including peer recovery navigation, recovery coaching, community-based outreach and engagement, and linkage to licensed co-occurring mental health and substance use treatment—are eligible even when the proposer does not directly provide the clinical treatment, provided that qualified treatment providers deliver those services through established referral and community partnerships. Proposals may also address technology supporting countywide communication, closed-loop referrals, data dashboards, population-health surveillance, and public health education. The initial contract term is January 1, 2027, through December 31, 2027, with potential cumulative extensions of up to one year.
