Legal Notice for Request for Proposals The City of Albuquerque, Department of Health, Housing and Homelessness, hereby re- quests for proposals from Non- Profit or Governmental Agen- cies for Social Services and Behavioral Health Services for Fiscal Year 2027. This request for proposals is funded by the City of Albuquerque and the Substance Abuse and Mental Health Services Administration and is focused on expanding Comprehensive Behavioral Health and Substance Abuse for Gateway West Shelter Residents Complete copies of the Re- quest for Proposals packets will be available beginning Monday, August 24 2026 at 8:00 a.m. (MST) through Wednesday, September 23, 2026 at 4:00 p.m. (MST), at cabq.bonfirehub.com. Description
The City of Albuquerque Department of Health, Housing and Homelessness is seeking proposals from qualified nonprofit organizations or governmental agencies to provide comprehensive behavioral health and substance use disorder services for adults experiencing homelessness at Gateway West Shelter. The one-year project is expected to serve approximately 500 unduplicated individuals in a 24-hour, low-barrier shelter environment using an evidence-based, trauma-informed, and coordinated-care approach. Required services include behavioral health and biopsychosocial assessments; medication-assisted treatment for opioid and alcohol use disorders; individual, group, and family counseling; peer recovery support; relapse prevention; intensive case management and care coordination; transportation assistance; recovery support; overdose-prevention education and naloxone access or coordination; and, where applicable, psychiatric assessment, prescribing, medication management, and telehealth services. Proposals must address measurable outcomes, onsite staffing coverage, Medicaid reimbursement and provider status, service coordination, data collection, quality improvement, and continuity of care and housing stability. The amended RFP identifies total project funding of $1,101,676, subject to the stated funding and approval conditions.
