Description
The County of Fresno, through its Office of Housing and Homelessness, is soliciting proposals for social service programs serving low- to moderate-income persons. Eligible program areas include employment services, crime prevention and public safety, childcare, health services, substance abuse counseling and treatment, fair housing counseling, education, energy conservation, welfare services, recreation, senior services, and services for homeless persons. Proposed services must be new, represent a quantifiable increase to an existing service, or continue an existing CDBG-funded service. Political activities, non-emergency income payments, and duplicative services are ineligible. At least 51% of clients must be low- to moderate-income persons, and all clients must reside in unincorporated Fresno County or one of the designated partner cities. Proposals must describe the need, target population, project approach, implementation plan, existing-service coordination, organizational readiness, measurable performance outcomes, client tracking and assessment tools, and detailed budgets. The County expects to fund a maximum of three organizations. Estimated FY 2026–2027 funding is $104,625, with a tentative maximum compensation of $34,875 for the nine-month first fiscal-year period and $45,000 for each subsequent fiscal year. Services must be capable of beginning December 1, 2026, and will be subject to applicable federal funding requirements, including 2 CFR Part 200.
