Description

The County of Fresno Department of Behavioral Health is soliciting proposals from one qualified vendor to establish and operate an evidence-based Multisystemic Therapy program for Fresno County youth generally ages 12–17 who exhibit serious externalizing, antisocial, substance-use-related, or other high-risk behaviors and are at risk of juvenile justice involvement, school failure, or out-of-home placement. Services must be intensive, family- and community-based, culturally and linguistically responsive, and primarily delivered face-to-face in homes, schools, and other community settings across metropolitan and rural Fresno County. The program must provide assessment, care planning, individual and family therapy, targeted case management, rehabilitation, referrals and linkages, crisis intervention, hospitalization/post-hospitalization support, and 24/7 crisis availability. The selected provider must maintain dedicated MST teams, obtain MST certification, collaborate with MST Services, Inc., meet full fidelity by June 30, 2029, use required County and MST data systems, submit performance data, and comply with applicable Medi-Cal, HIPAA, licensing, credentialing, training, and cultural-services requirements. The contract is intended to begin October 1, 2026, for an initial three-year period with two additional one-year renewal options. Compensation is fee-for-service, capped at $910,000 per year and $4,550,000 over five years. Proposals must include a detailed technical response, five-year Excel cost proposal, references, required certifications and disclosures, and the specified County forms and checklist materials.
