Description

Bergen County Department of Health Services, through its Division of Mental Health & Addiction Services, is seeking applications for new or expanded programs and services funded by opioid settlement funds. Proposed services must directly reduce the incidence, prevalence, or impact of opioid use among Bergen County residents and may include opioid use disorder treatment, recovery support, connections to care, prevention, overdose harm reduction, support for first responders, training, and cross-system collaboration or research. Priority areas include parent and guardian education, prevention in elementary and middle schools, youth mentoring, co-occurring mental health and substance use disorder services, and core treatment services such as detoxification, inpatient, halfway-house, and outpatient care. Proposals for initiatives expected to be funded by the State of New Jersey, including certain harm-reduction, peer-recovery-center, mobile medication-assisted-treatment, family-support, rapid-referral, and housing initiatives, will not be considered high-need areas. Capital construction or renovation and replacement of existing funding are generally ineligible, although expansion of existing capacity is permitted. Applicants must be a nonprofit entity, school district, or municipality in Bergen County, provide the proposed services, and maintain a business address in New Jersey. Applications must address need, service approach and evidence-based practices, goals and measurable outcomes, projected service levels, budget, and management. Applicants must provide applicable licensure, certification, or accreditation documentation, demonstrate qualified staff and HIPAA compliance, and submit required organizational and financial records. Awardees must provide quarterly programmatic and expenditure reports, maintain records, participate in monitoring and evaluation, support culturally competent and accessible services, and comply with applicable affirmative-action and insurance requirements. Funding is anticipated for January 1, 2027, through December 31, 2027, with two 12-month renewal options subject to county approval.
