Description
The County of Fresno, through its Department of Social Services, seeks a contractor to provide uniformed, unarmed security services at four regional centers. The scope includes one physically assigned officer at each location during regularly scheduled weekday hours, facility and perimeter patrols, alarm management, access control, escorts, incident response, assistance with disruptive clients, emergency notifications, and incident and daily activity reporting. The contractor must provide staffing, backup coverage, uniforms, equipment, supervision, and an account manager, and must meet specified response times for urgent and non-urgent calls. Personnel must hold California BSIS Guard Cards, and the contractor must maintain an active BSIS Private Patrol Operator License. Officers must obtain FBI and California Department of Justice clearances, participate in emergency drills, and meet training, English-language, confidentiality, and reporting requirements. The quotation requires fixed hourly rates for standard and additional services across an initial three-year term with two potential one-year renewals. Required response materials include the completed RFQ, trade-secret acknowledgment, reference list, quotation schedule, participation page, license and Guard Card verification, and any applicable addenda.
