Description
Fresno Economic Opportunities Commission seeks qualified subcontractors to perform weatherization and energy-efficiency services for eligible low-income households in Fresno County under the Low-Income Home Energy Assistance Program, Department of Energy Weatherization Assistance Program, and DOE IIJA funding. The scope includes home assessments and diagnostics, combustion-appliance safety testing, installation of weatherization measures, insulation, air sealing, duct work, HVAC and water-heater repair or replacement, appliance repair or replacement, lighting, ventilation, windows, and other approved measures in accordance with the CSD Technical Reference Manual, applicable building codes, and program requirements. The selected subcontractors must maintain applicable California contractor and specialty licenses, EPA lead-safe certification, trained and adequately staffed crews, vehicles and equipment, and capacity to complete up to 300 homes annually. Work orders generally must be completed within 90 calendar days, with groundwork-only work due within 30 days. Proposals must include the required narrative, pricing, project references, documented program results, organization chart, licenses and certifications, and completed standard submission forms and exhibits. Fresno EOC may select two or more subcontractors, and the subcontract agreement has a 24-month term from January 1, 2027, through December 31, 2028, with a stated not-to-exceed amount of $1,500,000 during the term.
