Description

The County of Fresno, on behalf of its Information Technology Services Department, is seeking a comprehensive document accessibility remediation solution for primarily public-facing documents. The County is open to software for internal use, vendor-assisted or manual remediation, or a combination of approaches. The solution should address approximately 22,000 documents and an estimated 200,000 pages, including native and scanned PDFs, forms, tables, charts, images, maps, multilingual content, and potentially Word, Excel, and PowerPoint source files. Vendors should describe automation, AI or machine-learning use, human quality assurance, validation methodology, secure document intake and return, batch processing, integration options, reporting, archive recommendations, and support for sustainable accessibility practices. The County will not provide sample documents before proposals are submitted, and the estimated page volume is not guaranteed or expected to recur annually. The solution must support compliance with ADA Title II, WCAG 2.1 AA, and applicable PDF accessibility standards, including manual review of reading order, heading structure, alternative text, table structure, form usability, and assistive-technology usability. United States-based commercial cloud hosting and multi-tenant SaaS may be acceptable; County documents must remain hosted in the United States, transfers must use an encrypted County-approved method, and temporary vendor copies must be securely deleted. AI-assisted remediation is acceptable if its use is disclosed, County data is not used to train shared models, and vendor quality assurance is provided. Proposals should include the required forms, company and experience information, scope and approach, references, exceptions, and cost proposal, including any tiered per-page pricing and the estimated 200,000-page total. Insurance verification is required after contract execution rather than with the proposal.
