Description
The North Carolina Department of Adult Correction is soliciting proposals from qualified vendors to provide transitional housing and reentry services for adult offenders in Forsyth, Guilford, and Mecklenburg counties. The selected vendors will provide structured, safe housing and services that support successful community transition, including life-skills training, employment assistance, behavioral-health support, and coordination with probation and parole officers. Addendum 1 clarifies that vendors must provide three to five detailed descriptions demonstrating direct organizational or agency experience providing transitional housing for offenders or other at-risk populations. The required experience must include at least 24 months providing transitional housing specifically for offender populations; individual staff experience does not satisfy this requirement. The addendum also removes the requirement that at least one staff member at each facility be trained in SOAR.
