Description
Johnston County is requesting Statements of Qualifications from firms to provide Construction Manager at Risk services for a new Department of Social Services facility. The preliminary program includes approximately 139,000 square feet of occupied space, 50,000 square feet of shell space, and related on-site and off-site improvements, including utilities, traffic signals, turn lanes, intersections, driveway connections, internal access roads, and parking facilities. The preliminary project budget is $103,600,000. The contract will include preconstruction and construction-phase services. Preconstruction work includes scheduling, estimating, cost control, constructability reviews, site evaluation, risk analysis, value engineering, phasing, and development of the initial Guaranteed Maximum Price. Construction-phase responsibilities include subcontractor prequalification and bidding, project management, scheduling, safety and quality assurance, permits and inspections, payment certification, project controls, construction administration, and coordination with owner-provided vendors. The response is limited to 40 numbered pages, excluding one-page resumes for proposed key team members, and must address relevant experience, project understanding and approach, availability, local conditions, procurement, project controls, site logistics, changes and disputes, close-out, cost estimating, and industry conditions.
