The Federal Bureau of Prisons (BOP) is soliciting proposals for the operation of a Residential Reentry Center (RRC) and provision of Home Confinement services for male and female federal offenders. The RRC must be located within the city limits of Raleigh, North Carolina, and home confinement placements must be within a 200-mile radius of the facility. The contractor will be responsible for providing in-house RRC beds and home confinement placements, including comprehensive programming, case management, employment assistance, and accountability measures. The contract will be a firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) type with a one-year base period and four one-year option periods, plus a potential six-month extension. The contractor must ensure the facility is fully operational within 120 days of contract award. The solicitation includes detailed requirements for facility compliance, staffing, security, programming, and reporting.
