COUNTY OF PIERCE REQUEST FOR PROPOSAL 2026-004-Homeless-LBFS Low Barrier Family Shelter Pierce County, in accordance with the updated 2025-2030 Comprehensive Plan to End Homelessness, has made available approximately $2.5M to provide low-barrier emergency shelter for families with minor children experiencing homelessness. Funding will support emergency shelter operations, including congregate, non-congregate, and hotel/motel shelter models, as well as housing assistance designed to help families quickly exit shelter and return to permanent housing. Projects must serve households with minor children who meet the U.S. Department of Housing and Urban Development (HUD) definition of experiencing homelessness. The County is particularly interested in proposals that expand family shelter capacity in geographically underserved areas of Pierce County, especially outside the City of Tacoma. The Request for Proposal was posted and made available online, Wednesday, August 19, 2026, on the following website: https://www.pirececountywa.gov/7829/Current-Solicitations. Description
Pierce County is seeking providers to deliver low-barrier emergency shelter and housing-focused services for families with minor children experiencing homelessness or fleeing domestic violence. Eligible models include congregate, non-congregate, hotel/motel, day-center, or other approved shelter approaches. Services must include basic needs, intake and eligibility assessment, individualized housing-focused case management, housing search and landlord engagement, rental and utility assistance, transportation and other approved housing-related expenses, connections to mainstream benefits and community resources, and supports for family stability and child well-being. Funded providers must use a low-barrier, Housing First, and family-centered approach; coordinate with the Shelter Access Hub, Coordinated Entry, Pierce County Human Services, and community partners; participate in HMIS, the annual Point-in-Time Count, inclement-weather activations, and required reporting; and meet specified performance targets. Approximately $2.5 million is available, anticipated to be distributed among multiple providers, with approximately $1.25 million for shelter operations and $1.25 million for housing assistance. The anticipated initial performance period is April 1, 2027, through June 30, 2028, with up to three additional one-year renewals. The bidders’ conference clarified that providers serving families fleeing domestic violence should address survivor safety and safety planning in their proposals.
