Description
Shasta County, through its Department of Support Services and Purchasing Division, is seeking qualified affordable housing developers for the predevelopment, development, acquisition, rehabilitation, and preservation of permanent supportive housing projects that follow Housing First principles. Projects must serve households with an individual who is homeless, chronically homeless, or at risk of homelessness and living with a behavioral health challenge, with preference for projects serving veterans. Proposed projects must be located within Shasta County and outside the City of Redding limits, and respondents must have site control. Eligible projects include new construction, rehabilitation, acquisition, conversion of nonresidential or existing residential structures, multifamily rental housing, scattered-site housing, and shared housing. Funding may be provided as fully deferred, low-interest loans, with capital projects eligible for up to $35 million in Housing and Community Development funding and scattered-site projects limited to $10 million per project. Awards require a 55-year affordability period. Proposals must address project readiness, development approach, supportive services, facility management, funding and operating sustainability, respondent experience, site control, environmental documentation, organizational and financial documentation, and required insurance. Respondents must also address Davis-Bacon and related Acts, labor reporting, securing at least 40% of estimated construction costs from other funding, and completing environmental reviews within 12 months of application.
