Description
Jefferson County's Housing Fund Board is accepting proposals for homeless response system operations and affordable or supportive housing development projects eligible for funding under House Bill 1590, Senate Bill 5386, and RCW 82.14.530. Funding is available during calendar year 2027 through the County's 1590 Funds. Eligible activities include constructing affordable housing and housing-related facilities, constructing mental and behavioral health facilities, funding first-year operations and maintenance for new affordable housing units and related facilities, and operating, delivering, or evaluating mental and behavioral health treatment or housing-related services. Eligible households include people with mental illness, veterans, seniors, homeless or at-risk families with children, unaccompanied homeless youth or young adults, people with disabilities, and domestic violence survivors whose income is at or below 60% of area median income. At least 60% of the fund must support development and first-year operations, no more than 10% may supplant existing local funds, and the remaining proceeds support eligible operations and services. The funding period is 12 months, from January 1, 2027, through December 31, 2027, with no assurance of continued funding after the contract period. Applications must describe an eligible activity and be complete, signed, and submitted using the provided application form. Required proposal content includes project approach and readiness, timeline, funding needs, construction start date if applicable, scalability and per-unit cost, expected impact on homeless-system performance measures, leveraged funding and community support, new or preserved housing units, funded services and sustainability, individuals and special populations served, organizational type and capacity, project and organizational budgets where applicable, funding sources, and a 10-year operating pro forma where applicable. Proposals will be evaluated based on approach and readiness, impact, and financial feasibility.
