Humboldt County, through its Department of Health and Human Services, is soliciting proposals from qualified community organizations to implement projects under the sixth round of the Homeless Housing, Assistance and Prevention Program. Eligible activities include permanent housing solutions, rental assistance, landlord incentives, move-in expenses, supportive services, housing relocation and stabilization, homelessness prevention, diversion, interim housing, shelter operations, motel or hotel vouchers, housing navigation, and construction, acquisition, rehabilitation, or conversion of facilities for permanent or interim housing. At least $191,702.13 is reserved for projects serving youth experiencing homelessness, and total available funding is $1,763,659.53 after administrative costs. Proposers must submit a viable project serving Humboldt County and demonstrate organizational qualifications, relevant experience, administrative and fiscal controls, applicable licensure or certifications, data-management capabilities, compliance with Housing First principles, and a plan for sustaining or responsibly phasing out services after HHAP funding ends. The proposal may not exceed 50 pages and must include the required introductory letter, signature affidavit, table of contents, professional profile, project description and budget, supplemental documentation, exceptions or requested changes, and required attachments.
