Description
The City of Cleveland's Department of Community Development is accepting applications for Program Year 2026 Emergency Solutions Grant (ESG) and Community Development Block Grant (CDBG) Homeless Assistance Program funds. Eligible activities include street outreach, emergency shelter, rapid rehousing, coordinated intake, and homeless prevention. Funded programs must align with the Cleveland/Cuyahoga County Continuum of Care Strategic Action Plan to End Homelessness, comply with Continuum of Care standards, and participate in HMIS and Coordinated Intake. Applicants must have a federal Tax Identification Number and Unique Entity Identifier, have operated for at least two years, and maintain a current financial audit. ESG-funded programs require a dollar-for-dollar match from non-ESG sources; CDBG grants do not require a match. Applications will be evaluated by a Review Committee based on financial and programmatic capacity, collaboration, impact on people experiencing homelessness, and past performance on Community Development contracts. Required application materials include organizational, tax, governance, personnel, debarment, and audit documentation.
