Description
The City of Patterson is seeking proposals from qualified nonprofit organizations, for-profit organizations, public agencies, faith-based organizations, and other entities to reestablish and operate homeless services at a city-owned facility. The facility includes administrative and common-use space, a kitchen, laundry facilities, bathrooms, three residential buildings, and storage; its prior configuration accommodated up to 30 individuals, but the solicitation does not guarantee allowable occupancy. The selected operator must establish client intake, assessment, enrollment, HMIS data entry, service coordination and referrals, safety and security procedures, accessibility accommodations, staffing coverage during all operating hours, employee and volunteer screening, training, reporting, and facility-use and maintenance responsibilities. The City prefers an overnight shelter component but will consider transitional shelter, day services, phased approaches, or other models that provide pathways to housing and stability. Proposals must describe the operating model, population served, hours, capacity, services, staffing plan, facility responsibilities, implementation timeline, budget and funding plan, performance measures, and three relevant references. The agreement term and final insurance requirements will be negotiated with the selected proposer.
