Description
The County of San Diego Health and Human Services Agency, Housing and Community Development Services, is accepting applications for approximately $340,000 in federal Emergency Solutions Grant funds for Fiscal Year 2027–28. Eligible applicants are nonprofit organizations and public entities proposing projects that serve people experiencing homelessness or at risk of homelessness throughout the Urban County. Eligible components include rapid rehousing, homelessness prevention, emergency shelter, street outreach, and Homeless Management Information System participation; HMIS must be included in every proposal but may not be the sole component. Rehabilitation, renovation, and conversion projects will not be accepted. Applicants must submit a complete application package demonstrating program design, service commitments, outputs and outcomes, organizational experience, staffing, fiscal capacity, audited financial information, cost allocation, and a detailed ESG budget. Awards will be made through contracts for an initial one-year term with two one-year option periods, subject to performance and funding availability. The County anticipates one or more awards serving the entire Urban County.
