Description
The City of Raleigh's Housing and Community Development Department is seeking one or more firms to provide housing rehabilitation consulting for City-owned properties and privately owned, owner-occupied homes. The selected Housing Rehabilitation Specialist will inspect single-family, duplex, and multifamily properties; develop detailed rehabilitation specifications, floor plans, photographs, and market-rate estimates; incorporate applicable environmental and termite inspection findings; and support Department approval and owner sign-off. The scope also includes project management through bidding, preconstruction, construction scheduling, site inspections, submittal approvals, pay requests, change orders, progress reporting, dispute resolution, code and program compliance, and closeout. The solicitation states that approximately 50 or more dwelling units may be rehabilitated or funded in a typical year, with typical City-owned rehabilitation contracts ranging from $300,000 to $500,000 and homeowner rehabilitation contracts averaging approximately $120,000. Proposers must demonstrate at least five years of relevant rehabilitation consulting experience and submit project examples, references, financial information, an approach and schedule, proposed team qualifications, resumes, a sample of past work, and pricing.
