The North Carolina Department of Adult Correction (DAC) is issuing a Request for Information (RFI) to gather information on modern Offender Management System (OMS) solutions to replace or substantially modernize its existing enterprise platform, the Offender Population Unified System (OPUS). OPUS has been in operation since 1994 and consists of a legacy IBM mainframe environment (COBOL) and a portfolio of web-based applications (Java). The Department seeks information on commercially available products, SaaS/cloud-hosted platforms, hybrid approaches, fully custom-developed solutions, and legacy code migration/modernization strategies. The RFI covers functional requirements across offender intake, custody classification, population management, movement, sentence computation, programs, community supervision, disciplinary management, health services integration, visitation, financial management, investigations, reporting, victim services, and parole/clemency. Technical requirements include modern architecture, integration capabilities, mobile support, security (CJIS compliance), data migration, performance, and configurability. Vendors are asked to provide detailed responses, including company qualifications, client references, implementation experience, support models, and cost estimates. This is an RFI only and does not constitute a solicitation for offers or a commitment to procure.
