The City of Raleigh is seeking one or more firms to develop a long-range Arts Community Creative Spaces Plan addressing inclusive, sustainable, affordable, and accessible spaces for artmaking, sharing, learning, convening, performances, exhibitions, storage, offices, and meetings. The work includes research and data analysis; assessment of arts-community capacity, creative-space needs, geographic distribution, philanthropic resources, real-estate conditions, and relevant city policies and regulations; strategic planning; equitable constituent and stakeholder engagement; and accessible communications and deliverables. Physical or structural facility condition assessments are expressly excluded, and the selected firm will not be expected to build, host, or maintain separate public-facing digital platforms. The selected firm will collaborate with City staff and an anticipated 10–15-member steering committee and produce research and assessment findings, a draft strategic plan, and a final plan with goals, strategies, implementation timeline, methodology, and results. The project is expected to begin in the first half of 2027, but no hard completion date is specified; the proposer must include a project timeline. The budget may not exceed $250,000, inclusive of expenses and fees. Proposals are limited to 75 pages and must address firm experience, project manager and team qualifications, project approach and schedule, engagement strategy, financial information, and cost.
