Description
Johnston County Public Schools is soliciting proposals for a three-year football helmet reconditioning and recertification service agreement covering an estimated 1,200–1,750 helmets annually, or approximately 3,600–5,250 helmets over three reconditioning cycles. The vendor must be NOCSAE-approved and certified to service all major helmet brands, use original manufacturer parts and procedures, perform inspection, cleaning, sanitizing, repairs, repainting, sizing, labeling, and recertification, and include transportation, freight, rejected-equipment handling, and the NOCSAE surcharge in the base price. The vendor must provide substantial product-liability insurance, proof of NOCSAE standing and approved testing equipment, evidence of authorized access to major-brand parts, recent experience serving at least two qualifying school districts, and two school-district references. Services include on-site pickup and packaging coordination, return of reconditioned helmets by specified seasonal deadlines, and compliance with school-campus background-check requirements. Subcontracting is prohibited, and the proposal must include a flat per-helmet price plus optional pricing for non-standard paint, chin straps, and face masks.
