Description
The County of Orange, through its County Executive Office—Office of Care Coordination, is soliciting proposals for three rapid rehousing program components: services for individuals, families, and transitional-aged youth. The selected contractor(s) will provide a minimum of six months and up to 24 months of rental assistance and housing-focused case management to people experiencing homelessness, including housing navigation, intake and assessment, individualized housing and service plans, landlord and lease support, referrals, and assistance with securing and maintaining permanent housing. Eligible financial assistance may include security deposits, rental and utility assistance, limited arrears, move-in expenses, application and broker fees, moving costs, and other housing or employment assistance. Services must follow Housing First, trauma-informed care, harm reduction, progressive engagement, and motivational interviewing principles; coordinate with the Coordinated Entry System and Homeless Management Information System; operate seven days per week with extended hours; and provide culturally and linguistically appropriate services. The solicitation anticipates multiple awards and identifies $3,301,889 in available funding for an 18-month contract term across all program components, with an initial two-year contract planned and three additional one-year renewal options.
