Description
The City of Detroit, through its Office of Contracting and Procurement on behalf of the Department of Human, Homeless, and Family Services, is seeking qualified organizations to operate a stand-by shelter program for residents experiencing homelessness. The program must provide low-barrier, short-term shelter and basic needs during emergency weather events or other emergent needs, operate year-round, stand up within 24 hours of City notice, and be prepared to provide up to an estimated 60 days of service over the award period. A minimum capacity of 50 cots or beds is preferred. Required operations include 24/7 security and staffing, resident intake and daily data reporting, diversion assessments, coordination with the City and homeless-service providers, connections to coordinated access and assessment services, publicly posted shelter rules, basic clothing and hygiene supplies, and safe, code-compliant facilities. Facilities must provide separate areas for men, women, and families; beds or cots, cribs, linens, three meals daily, Wi-Fi, bathrooms, showers, and ADA accessibility. The expected maximum award is $50,000, and the shelter must be ready to operate on November 1, 2026. Proposals must include technical and pricing materials, financial-capacity documentation, proof of at least one year of relevant shelter experience, facility and inspection documentation, and required affidavits and certifications.
