Description
San Bernardino County Office of Homeless Services is soliciting proposals from qualified providers to operate shared interim housing sites and provide supportive services for participants experiencing homelessness. Services include safe, sanitary, accessible, housing-first accommodations; rent and bed costs; 24-hour supervised housing; daytime programming; overnight coverage; housing navigation coordination; crisis response; participant intake and grievance procedures; referrals to health, education, employment, benefits, and other community services; and transition support toward permanent housing. Providers must maintain compliant facilities with no more than two participants per bedroom, utilities and appliances, laundry, furnishings, hygiene supplies, secure storage, emergency preparedness procedures, required licenses and permits, and access to County inspections. Staffing must include approved house managers, backup coverage, required behavioral-health and safety training, specified participant-to-staff ratios, HMIS and other reporting, and ongoing performance tracking. Rent and staffing costs must remain within the stated reimbursable ceilings. The contract term is a maximum of three years and two months, beginning in November 2026 and ending December 31, 2029.
