Description
The City of Raleigh seeks one or more qualified and insured nonprofit agencies to administer the Limited Repair Program, which provides zero-interest, forgivable loans of up to $20,000 per eligible household for repairs addressing health and safety threats, accessibility limitations, or uninhabitable conditions. Eligible work may include electrical, HVAC, plumbing, fire safety, roofing, windows and doors, and accessibility improvements. The administrator will manage the program from intake through closeout, including marketing, applicant qualification, document collection, ownership and income verification, site inspections, scopes of work and cost estimates, contractor and subcontractor coordination, procurement compliance, permits, change orders, construction oversight, payment processing, lien recording, inspections, homeowner communications, records and audits, before-and-after documentation, and one year of warranty oversight. Proposals must address agency and staff qualifications, financial information, project approach and schedule, and program administration costs. The program is federally funded through HUD Community Development Block Grant funds.
