Description
Sinclair Community College is soliciting bids for an HVAC contract to replace existing building automation systems across its campus. The base scope includes upgrading the Siemens Desigo front-end software; removing pneumatic dampers, valves, actuators, and legacy Siemens MBC controllers; installing electronic dampers, valves, actuators, current Siemens PXCA application-specific controllers, new Ethernet drops, control wiring, conduit, panels, and related accessories; implementing BACnet communications; and programming, startup, testing, commissioning, and training for a complete operating system. Existing cabinets, network infrastructure, sensors, and downstream floor-level networks are to be reused where specified. The contractor must also provide coordination, shop drawings, record documents, operating and maintenance manuals, warranties, and a software support agreement. Additive alternates request pricing for replacing PXC100-PE96 controllers; reprogramming chiller plant, boiler plant, air-handling-unit, and terminal-unit controls across designated building groups; and related HVAC and data-cabling work. The estimated base bid is $1,985,685, with a $50,000 unforeseen-conditions allowance and separately priced alternates. The project has a 213-day substantial-completion period from the Notice to Proceed, is subject to Ohio prevailing-wage requirements and domestic-steel requirements, and requires electronic bidding through Bid Express. A bid guaranty is required, generally equal to 10 percent of the base bid plus additive alternates, with the original guaranty due after bid opening if an electronic verification system is not used.
