Description
Montgomery County Department of Job and Family Services, Children Services Division, seeks one or more qualified contractors to provide comprehensive family preservation and reunification services for families involved with the child welfare system. Services must be trauma-informed, family-centered, culturally responsive, and evidence-based or promising-practice oriented, with goals including child safety, strengthened parental protective capacity, improved family functioning, prevention of unnecessary out-of-home placement, and safe, timely reunification. The scope includes intensive in-home and community-based services, family assessments, individualized treatment and service planning, crisis intervention and stabilization, parenting education, parent-child relationship and attachment interventions, conflict resolution, safety planning, resource coordination, reunification planning, and post-reunification support. Providers must coordinate with caseworkers and community partners, maintain 24/7 operational capacity, use an electronic case-management and reporting system with appropriate security and HIPAA protections, and provide qualified staffing, clinical supervision, quality assurance, outcome measurement, reporting, and continuous quality improvement. The minimum qualifications include the ability to bill Medicaid, at least three years of experience with the target population, and sufficient organizational, staffing, technology, and culturally and linguistically appropriate service capacity. Pricing is requested on an hourly unit-rate basis using an estimated 573 annual service hours; the estimate is not a guaranteed workload or compensation amount.
