Description
Montgomery County Environmental Services is seeking a qualified consulting firm to develop and implement a targeted smoke testing program for the Miami Shores Subdistrict of the Greater Moraine-Beavercreek Sewer District. The objective is to identify and document sources of inflow and infiltration, defects, and other wet-weather impacts affecting the sanitary sewer system. The scope includes project management, data review, communication-plan development, bid-package preparation and bidding support, on-site representation during smoke testing, daily field reporting, property inspections and verification of test results, photographic documentation, public-inquiry tracking, and preparation of a comprehensive technical report. Deliverables also include an inspection database, GIS data files, communication materials, cost estimates, bid addenda, and a written recommendation for award. Written proposals may not exceed 25 single-sided pages, excluding required forms and appendices, and must address the evaluation criteria, including firm qualifications, relevant references, project management, technical approach, smoke-testing experience, sewer collection systems, and inflow-and-infiltration analysis.
