Description
The Air Force Research Laboratory is soliciting multiple-award IDIQ contracts for recurring medical, scientific, technical, management, educational, and mission support services for the 711th Human Performance Wing and related organizations. The scope includes medical and clinical support, laboratory support, information technology, audiovisual, cybersecurity, logistics, facilities and equipment support, management and professional services, studies and analyses, engineering and technical support, educational services, curriculum development, technical writing, and related advisory and assistance services. Future requirements will be issued through task orders, and foreign participation is not authorized. This is an 8(a) set-aside under NAICS 541990. Offerors must possess an active Government Secret Facility Clearance to qualify for the basic contract; an active Top Secret Facility Clearance may be submitted optionally for placement in a future Top Secret task-order pool. Proposals must include contract documentation, a technical experience volume, a completed Self-Scoring Worksheet, substantiating documentation, and an ODC Burden and Handling Rate Matrix. The amendment establishes binding maximum ODC indirect burden and handling rate ceilings for each year of the period of performance, including the six-month extension; no separate cost or price proposal is requested. The estimated maximum value is $505 million, with a five-year ordering period and a six-year period of performance, including a six-month extension option.
