The City of Raleigh is soliciting proposals from one or more agencies to administer a Homelessness Prevention, Diversion, and Rapid Exit Program. The program will serve eligible Raleigh households at imminent risk of homelessness, experiencing homelessness, or residing in emergency shelter. Services include problem-solving case management, mediation, family reunification, housing search assistance, referrals, transportation, and flexible financial assistance for rent, utilities, arrears, deposits, moving costs, temporary accommodations, and related housing expenses. Financial assistance generally must be paid to third parties, and assistance is capped at $7,500 per household unless otherwise approved. The anticipated funding available is approximately $500,000. The selected provider must coordinate referrals through the Coordinated Entry System, enter client data into HMIS, provide timely responses and assistance, maintain flexible community-based service access, participate in Wake County Continuum of Care activities, and submit regular performance reports. Proposals must address organizational experience, similar contracts and references, staffing, approach and schedule, costs, projected households served, HMIS data quality, and implementation of cash transfer programs. The solicitation requires a complete cost schedule and specified proposal appendices and addenda, with electronic email submission preferred and hard-copy delivery permitted as an alternative.
