Description
The City of Raleigh is seeking proposals from one or more vendors for gasoline and diesel fuel delivery and related services. The scope includes regular unleaded gasoline, on-road and off-road diesel, renewable fuels, diesel exhaust fluid, additives, fuel monitoring, inventory tracking, mobile fueling, transport and tank-wagon deliveries, and related logistics. The City expects a lead time of no more than two business days, with typical deliveries Monday through Friday from 7:00 a.m. to 3:30 p.m.; both transport trucks and tank wagons are required. The solicitation also permits proposals for future fuel and fluid storage, related hardware and software, fleet-management technologies that integrate with the City's existing E.J. Ward system, fleet-management services, and both Level 2 and DC fast electric-vehicle charging equipment and related services. The City estimates 2025 usage of approximately 1.3 million gallons of unleaded gasoline, 132,000 gallons of off-road diesel, 800,000 gallons of on-road diesel, and 30,000 gallons of DEF. Pricing is based on the weekly Raleigh/Apex OPIS Gross Contract Average plus a differential, with taxes, fees, transportation, and delivery charges itemized separately. The City anticipates a three-year initial term with two one-year extensions and expects to award to at least two qualified vendors. Proposals may use subcontractors or teaming partners, but the prime contractor remains responsible for the full scope.
