Description
Stafford Township is soliciting proposals for a 12-month affordable housing services contract running from January 1 through December 31, 2027. The selected consultant will provide full-service HUD housing counseling and administrative-agent services for affordable rental and resale units, including application intake, income eligibility determinations, waiting-list management, affirmative marketing, resale and deed-restriction administration, monitoring reports, hardship and refinancing reviews, foreclosure intervention, counseling, multilingual outreach, and coordination with attorneys, lenders, property managers, homeowners, and municipal personnel. The scope also includes administration of down-payment assistance, affordability assistance, housing rehabilitation, and related mortgage programs; inspections, cost estimates, bid and loan documents, contractor coordination, construction progress oversight, lead-risk assessments and clearance reporting; affordable housing planning, trust-fund and unit-monitoring reports, spending plans, grant opportunities, and court-compliance support. Proposals must identify assigned personnel, qualifications, licenses, support staff, references, hourly rates and other charges, comparable municipal rates, conflicts of interest, affirmative-action information, business registration, and insurance documentation. Multiple awards may be made by item or category.
