Description
The City of Raleigh is soliciting proposals for comprehensive operation, maintenance, monitoring, troubleshooting, optimization, and technical support for the DMT Carborex digester gas cleaning and handling system at the Neuse River Wastewater Treatment Facility. The scope covers gas coolers, condensate handling, hydrogen sulfide and siloxane/VOC removal vessels, compressors, blowers, valves, instrumentation, analyzers, control panels, SCADA interfaces, safety systems, flares, and related equipment. Services include remote operational support, quarterly on-site maintenance visits, preventive and corrective maintenance, emergency response, gas-quality testing, analyzer calibration, treatment-media management and replacement, reporting, performance optimization, and coordination with City personnel and the OEM. Proposers must demonstrate relevant municipal digester-gas or renewable-natural-gas experience, including DMT Carborex expertise, access to OEM support, at least three similar municipal projects, at least one active RNG facility, and at least three municipal references. The proposal must also include a transition plan, staffing plan, financial information, technical approach, project-specific team information, pricing, applicable licenses and certifications, and a signed Environmental Management System acknowledgment.
