Description
Westchester County, acting through its Department of Probation, is seeking a qualified contractor to provide, operate, and maintain one or more OCFS-certified non-secure juvenile detention facilities with capacity for up to eight youths. The scope includes residential care, supervision, casework, education, medical, dental and mental-health services, transportation to courts and medical facilities, food, clothing, personal hygiene supplies, recreation, facility maintenance, incident reporting, data collection, and coordination with Probation, courts, law enforcement, and other agencies. The program must accommodate diverse and specialized populations, use trauma-informed and culturally competent practices, support LGBTQIA+ youth, provide Spanish-speaking staff, and maintain required staffing, training, screening, safety, and security measures. The contractor must also provide an optional Alternative to Detention program offering intensive community, school, and home support to prevent detention or reduce recidivism. Proposals must include a cover letter, Proposer Certification, Schedules D through H, responses to Schedule A, and completed Schedule B cost proposal forms for the initial term and five option years. The initial term is anticipated to be one year and one day beginning December 31, 2026, with up to five additional one-year options. Proposals are evaluated on qualifications and experience, staff qualifications, service methodology and approach, and cost.
