The South Carolina Department of Corrections is seeking multiple community-based residential facilities to provide structured transitional housing for male and female offenders sentenced under the Youthful Offender Act and under active parole supervision. Facilities must provide a safe, healthy, drug-free, and controlled living environment; maintain communication with Intensive Supervision Officers; support rehabilitation and coordinated services; and comply with specified housing, staffing, occupancy, safety, management, ownership, zoning, and background-check requirements. Housing may include approved supportive programming such as job readiness, life-skills classes, religious studies, and transportation assistance, but substance-abuse and mental-health treatment are excluded. Awards may be made to all responsive and responsible providers by geographic region within South Carolina, with multiple awards anticipated. The initial contract term is one year with four one-year renewal options, for a maximum five-year contract life. The agency does not guarantee referrals, usage, or funding. Providers will be reimbursed monthly in arrears based on a daily rate not exceeding $30 per offender per day, and must submit itemized monthly invoices.
