Description
The State of Florida Department of Children and Families, Office of Child and Family Well-Being, is seeking one or more Community-Based Care Lead Agencies to provide foster care and related child welfare services for Circuit 6, which includes Pinellas and Pasco counties. The scope includes child abuse prevention and protection, family preservation, safety management, emergency shelter, residential and therapeutic foster care, case management, judicial and out-of-home services, placement services, adoption and guardianship assistance, post-adoption services, family reunification, transition services for youth and young adults, health and behavioral health coordination, foster and adoptive home recruitment and retention, transportation, grievance procedures, quality assurance, continuous quality improvement, and interagency collaboration. Respondents must provide detailed programmatic and financial responses addressing organizational governance, leadership and staffing, service delivery, subcontracting, performance management, reporting, financial management, budgets, and cost allocation. Required response materials include a title page, table of contents, signature authority documentation, vendor certifications, executive overview, corporate and leadership information, service approach narratives, financial information, detailed budgets, budget narrative, cost allocation plan, and applicable supporting documentation. The anticipated contract start date is January 1, 2027, with an anticipated five-year duration and possible renewal based on performance and Department needs.
