Description
Deschutes County is seeking one or more contractors to manage one or both of two county-owned or county-purchased homes for use as licensed Adult Foster Homes. Each home may serve up to five residents, and the contractor would receive below-market rent; no county funds would be paid for management services. The scope includes operating a home-like residential setting and providing or arranging room, board, meals, medication administration and monitoring, activities-of-daily-living assistance, behavioral support and crisis de-escalation, care coordination, service-plan implementation and review, and discharge or transition planning. Services must comply with Oregon Adult Foster Home requirements and use person-centered, trauma-informed, culturally responsive, and least-restrictive practices. The contractor must provide qualified, trained, and background-checked staff and maintain resident-rights protections, residency agreements, house rules, emergency preparedness, and other applicable licensing requirements.
