Description
The California High-Speed Rail Authority is procuring collaborative design-build services to complete the design and construction of approximately 30.3 miles of new high-speed rail guideway for the Merced to Madera Civil Works Project. The scope includes civil works associated with embankments, major bridges, roadway reconstruction, drainage and floodway improvements, animal crossings, irrigation facilities, and potential options for a Downtown Merced extension and State Route 152 improvements. Round 3 clarifies that Key Personnel must attend designated meetings and workshops during the Pre-Proposal Period but need not maintain full-time in-office presence. A California civil Professional Engineer license is preferred, but not required, for the Principal in Charge and Construction Manager. The Authority will add a Project Manager as a Key Personnel position, requiring at least 15 years of major transportation infrastructure project-management experience, including design and construction, with alternative-delivery experience required. Form K must be completed in Volume 1 and may be referenced in a compliance matrix; Volume 1 will also include the Pre-Proposal Collaboration Agreement Bond. The draft Collaborative Design-Build Contract will be provided to shortlisted contractors with the later RFP, and the $2.4 billion estimate is not a price ceiling or a condition of responsiveness.
