Description

The U.S. Department of Veterans Affairs is soliciting a firm-fixed-price, indefinite-delivery, indefinite-quantity contract for a 15-bed community-based sober living transitional housing facility serving Veterans participating in the VA Loma Linda STAR and CORE programs. The contractor must provide a single facility within a 45-mile radius of the VA Loma Linda Healthcare System, operational with all 15 beds at award; secondary or scattered-site facilities are not permitted. Required services include 24-hour onsite staffing, a supervised alcohol- and drug-free environment, semi-private rooms, meals and snacks, case management and supportive services, recovery and life-skills activities, housing and discharge planning, facility maintenance, security, supplies, and compliance with applicable licensing, safety, health, accessibility, and privacy requirements. The contractor must provide transportation for Veterans to STAR, CORE, and VA Loma Linda appointments, including appointments that may be conducted virtually. Subcontracting is not prohibited, but the contractor remains responsible for the complete requirement. The contract has a one-year base period and four one-year option periods, with a guaranteed minimum of $1,000 and a maximum aggregate ordering ceiling of $6,980,000.
