Description
The Judiciary of the State of Hawaii is soliciting providers for a comprehensive continuum of evidence-based, offender-oriented substance abuse treatment services for adults age 18 and older who are ordered or directed by the court to obtain treatment. The service area is the Fifth Circuit, covering the island of Kauai, and proposals may cover the entire continuum or selected modalities. Required services may include substance abuse assessments and education; pre-treatment and motivational enhancement; outpatient, intensive outpatient, day, residential, continuing/aftercare, therapeutic living, sober living, and detox-residential services. Providers must address court reporting, drug testing, transition planning, quality assurance, qualified staffing, applicable licensing and accreditation, and evidence-based, culturally and gender-appropriate, trauma-informed care. Services are to be provided in person unless otherwise approved by the Fifth Circuit Court. The initial contract term is two years, with a possible additional two-year extension subject to funding and satisfactory performance.
