Description
The County of San Diego is soliciting proposals for Crisis Residential Treatment Program services for adults age 18 and older with serious mental illness, including individuals with co-occurring substance-use conditions, who are experiencing behavioral health crises. The selected provider must operate a voluntary, short-term, intensive residential program as an alternative to acute psychiatric hospitalization or as a step-down from inpatient care. Services must be available 24 hours per day, seven days per week, and include behavioral health assessment, psychiatric evaluation, treatment and rehabilitation planning, crisis intervention, case management, discharge planning, psychiatric services, nursing support, peer support, and culturally responsive care. The provider must propose a facility, service address, residential-bed capacity, annual admissions, and annual bed days, and must obtain or maintain required California Department of Social Services licensure, California Department of Health Care Services certification, and Medi-Cal certification. Proposals must address program implementation, cultural and linguistic diversity, staffing and training, organizational experience, references, subcontractors or consultants, job descriptions, financial solvency, pricing, acceptance of contract and insurance requirements, and compliance history. The initial term is one year with four one-year options; the anticipated service start date is July 1, 2027. Lot 4, identified as East, has maximum available five-year funding of $22,567,373 to $25,074,859.
