Description
The State of Hawaii Department of Corrections and Rehabilitation's Reentry Coordination Office is soliciting proposals for clean and sober housing for adult male offenders transitioning from incarceration through supervised release, furlough, or parole. Services must be provided on Kauai, Maui, and Oahu and include safe, structured, alcohol- and drug-free, tobacco-free housing; overnight on-site accountability; daily unannounced rounds; house rules and monitoring; incident reporting; reintegration support; and coordination with DCR and Hawaii Paroling Authority personnel. Providers must supply appropriate facilities, comply with applicable laws and housing-registry requirements, maintain required staffing and training, and provide facility, operational, financial, and performance information. The initial contract term is 24 months, beginning February 1, 2027, or on the Notice to Proceed, with up to two additional 12-month extensions. The estimated budget for the initial term is $1,120,000, allocated among Kauai, Maui, and Oahu. The solicitation requires a comprehensive proposal application, budget forms, compliance documentation, applicable certifications and permits, proof of insurance, and other program-specific materials.
