Description
Burlington County seeks a contractor to operate a 48-hour Intoxicated Driver Resource Center program for county residents required by law or court order to attend. The contractor must provide consecutive 48-hour client housing and maintenance, nutritious meals, education classes, face-to-face counseling and interview evaluations, screening, referrals to appropriate levels of care, substance-abuse education and resources, and administrative tracking of compliance or noncompliance. Required reporting includes entries into the New Jersey Substance Abuse Monitoring System and the DUI Tracking System. Facilities must comply with applicable federal, state, local, accessibility, and safety requirements, and the program must follow New Jersey Division of Mental Health and Addiction Services requirements and curriculum. At least one on-site counselor must be a Licensed Clinical Alcohol and Drug Counselor, with additional counselors qualified at least as Certified Alcohol and Drug Counselors. The contract is for one year beginning January 1, 2027, with two one-year options at the County's discretion. The program is intended to be self-sustaining through a stated $321 fee per client, subject to change under the state Intoxicated Driver Program. Proposals are evaluated on management ability, technical capability, and cost.
