Description

The Florida Department of Juvenile Justice is seeking a provider to design, develop, implement, and operate a 42-bed high-risk residential commitment program for males ages 13 to 18. Required services include custody, continuous 24-hour supervision, mental health overlay services, substance abuse treatment overlay services, health and nursing services, delinquency programming, rehabilitative justice programming, academic support, career and technical education, recreation, transportation, discharge planning, and transition services. The program must use evidence-based or otherwise demonstrated-effective practices and support youth assessment, treatment, education, community reintegration, and job placement. The Department intends to award a single fixed-price contract. Respondents may propose use of the Department-owned facility or an owned/leased facility meeting the solicitation's requirements. Proposals must include technical, financial, and past-performance volumes, required forms and certifications, financial viability documentation, facility documentation when applicable, outside-party agreements or letters of support, and supporting narratives and plans. The contract is expected to run from June 14, 2027, through June 13, 2030, with renewal permitted.
